تدوین راهبردهای طراحی خیابان شهری تاب‌آور در برابر بحران‌های پاندمی مبتنی بر نظرات کاربران (نمونه موردمطالعه: خیابان کوه سنگی مشهد)

چکیده
شیوع کووید-۱۹ چالش‌های بی‌سابقه‌ای را در فضاهای شهری به دنبال داشته و ضرورت طراحی خیابان‌هایی با تاب‌آوری بالا را بیش‌ازپیش آشکار ساخته است. این پژوهش باهدف شناسایی، وزن‌دهی و ارائه راهبردها و سیاست‌های اجرایی برای شاخص‌های تاب‌آوری در طراحی خیابان‌های شهری پس از پاندمی، خیابان کوه سنگی مشهد را به‌عنوان موردمطالعه انتخاب کرده است. سؤال‌های اصلی تحقیق عبارت‌اند از: «مهم‌ترین شاخص‌های تاب‌آوری در طراحی خیابان‌های شهری برای مقابله با بحران‌های پاندمیک کدام‌اند؟» و «چگونه می‌توان این شاخص‌ها را از طریق راهبردها و سیاست‌ها در طراحی یک خیابان شهری به کاربست؟» این مطالعه با رویکرد ترکیبی (کیفی - کمی) انجام شد؛ داده‌ها از طریق مصاحبه‌های نیمه‌ساختاریافته با 34 کاربر خیابان گردآوری و با روش تحلیل محتوای استقرایی کدگذاری شدند. برای وزن‌دهی شاخص‌ها، از روش وزن‌دهی شانون و تحلیل ماتریس دودویی استفاده شد. نتایج نشان داد که مؤلفه زیست‌محیطی با وزن 0.239 و شاخص‌هایی نظیر «نارضایتی از بسته بودن فضاهای سبز» (با فراوانی 18.37%) و «کاهش حضورپذیری مردم» (با وزن نسبی 0.102 در مؤلفه عملکردی) از اولویت‌های اصلی هستند. تحلیل ماتریس دودویی نیز مؤلفه عملکردی را با وزن 0.316 برجسته کرد، که نشان‌دهنده تأثیر محدودیت‌های تردد و کاهش تعاملات شهری است. بر اساس این یافته‌ها، راهبردهایی نظیر توسعه پارک‌های کوچک‌مقیاس، چیدمان مبلمان انعطاف‌پذیر، و سیاست‌هایی مانند ساماندهی کاربری‌های تجاری برای تأمین نیازهای معیشتی پیشنهاد شده است. این چارچوب، با ارائه راهنمایی‌های عملی برای برنامه‌ریزان شهری، می‌تواند به طراحی خیابان‌هایی تاب‌آور در برابر بحران‌های آینده کمک کند و پایداری فضاهای شهری را تقویت نماید.
