راهکارهای سیاستی زمینه‌گرایانه برای بازدارندگی از تخریب عمدی ابنیه تاریخی: رویکردی پیشگیرانه در حفاظت میراث معماری

چکیده

تخریب عمدی ابنیه تاریخی، تهدیدی جدی برای میراث فرهنگی و هویت اجتماعی جوامع محسوب می‌شود. از سویی تخریب بافت‌های تاریخی، خدشه‌ای جبران‌ناپذیر برای تداوم زمینه‌گرایی معماری آینده محسوب می‌شوند. این پژوهش با بهره‌گیری از روش تحلیل محتوای مضمون‌محور (TCA) و با استفاده از نرم‌افزار MAXQDA 2024، به تحلیل داده‌های گردآوری‌شده از ۴۸ مقاله علمی منتخب پرداخته است. این مقالات با جست‌وجوی کلیدواژه‌هایی چون «تخریب عمدی»، «سیاست میراث»، «ابنیه تاریخی»، «میراث فرهنگی» و «تطبیق کاربری» از پایگاه‌های معتبر علمی شامل Google Scholar، Scopus، Web of Science و ScienceDirect استخراج شده‌است. تحلیل ۸۷ کد باز حاصل از این منابع، منجر به شناسایی سه مضمون اصلی شد: 1) انگیزه و دلایل تخریب عمدی (عوامل ساختاری نهادی، اقتصادی-فشارهای مالی، و فرهنگی-اجتماعی)، 2) پیامدهای تخریب عمدی (هویتی-فرهنگی، اجتماعی-روانی، کالبدی-معماری، و ساختاری-تاریخی)، و 3) سه دسته راهکارهای سیاستی (الزام‌آور، تشویقی، و پیشگیرانه-آینده‌نگر). یافته‌ها نشان می‌دهد که ضعف‌های نهادی، انگیزه‌های اقتصادی مالکان، و ناآگاهی عمومی، ریشه‌های اصلی تخریب عمدی ابنیه تاریخی به دست مالکان آن می‌باشد که پیامدهای جبران‌ناپذیری مانند از دست رفتن حافظه جمعی و هویت فرهنگی را به دنبال دارد. راهکارهای پیشنهادی شامل اصلاحات حقوقی، مشوق‌های مالی مانند معافیت‌های مالیاتی، و آگاهی‌بخشی عمومی است که با تلفیق این راهکارها، تعادلی میان حقوق مالکیت خصوصی و مسئولیت جمعی در حفاظت از میراث برقرار می‌شود. این مطالعه با ارائه چارچوبی جامع، بر ضرورت سیاست‌گذاری یکپارچه برای حفاظت پایدار از ابنیه تاریخی تأکید دارد.
